
Completion of the acquisition will be subject to approval by the company’s shareholders at an Extraordinary General Meeting scheduled for July 8.
Padtec Holding S.A. (B3: PDTC3), one of the world’s leading providers of optical communications systems, announces the creation of Padtec Marine Networks (PMN), a new business unit dedicated to the development and deployment of submarine and coastal infrastructure projects. As part of this strategy, the company also announces the capitalization transaction of LEV Brasil, a company specialized in applied geosciences, marine engineering, and environmental licensing, through the acquisition of an 85% stake in its share capital.
The creation of PMN marks Padtec’s return to a market in which it has a strong track record and expands its participation across the digital infrastructure value chain. This initiative comes at a time of strong global growth in demand for high-capacity connectivity, driven by the expansion of data centers, Artificial Intelligence (AI), cloud computing, global content providers, and the increasing need for digital resilience and sovereignty.
“More than an acquisition, this move represents the creation of a new growth platform for Padtec. The combination of our expertise in high-capacity optical systems with LEV Brasil’s specialized capabilities creates a unique offering for highly complex submarine and coastal projects across Latin America,” said Carlos Raimar Schoeninger, CEO of Padtec.

Founded in 2016, LEV Brasil operates in multidisciplinary projects involving planning, environmental licensing, geotechnical and geophysical studies, coastal and submarine engineering, construction supervision, installation, monitoring, and protection of cables and pipelines in marine and coastal environments. Its technical team includes specialists in applied geosciences, environmental management, and critical infrastructure engineering.
Antonio Badagola, currently Managing Director of LEV Brasil, will assume executive leadership of Padtec Marine Networks following the completion of the acquisition of LEV, which remains subject to approval by Padtec’s shareholders at the Extraordinary General Meeting scheduled for July 8. With the integration of the two companies, PMN will offer a comprehensive value proposition for submarine projects.
Padtec has extensive experience in the submarine optical systems market. Among its flagship projects is the deployment of Cabo Júnior in 2016, which aimed to connect Santos (SP) and Rio de Janeiro (RJ) through a submarine network equipped with optical repeaters developed by the company itself.
“Submarine projects require a very specific combination of technology, engineering, environmental expertise, field execution, and operational capabilities. By integrating these competencies, we are able to offer customers a more complete, coordinated, and efficient journey, with greater technical control throughout the entire project lifecycle,” said Raimar.
According to the executive, PMN was created to serve submarine infrastructure projects for telecommunications operators, digital service providers, data centers, hyperscalers, utilities, energy companies, and government initiatives related to connectivity and the protection of critical infrastructure.
